Redirect admin post links to the public portal post if non-admins use that link

Admins can accidentally copy the admin link to a post and share it with their users, at the moment we will automatically redirect to the roadmap rather than the public portal post page.

We've now added support for automatically redirecting non-admins to the post in the portal view.
